I can only think of 3 things to try:
a.) Trying another resolution setting, or
b.) Uninstalling and re-installing the graphics card drivers. When you update new drivers overtop pre-existing ones, it doesn't always throw out everything from the old version; sometimes it just adds on the new stuff, leaving the old problems. I've had driver corruption before, and that's what the issue was in that case.
c.) If it works in dx8 but not dx9, maybe try re-installing dx.
